What the Setup Quote Really Costs

The UAE Government portal treats setup cost as a process, not a single licence line. A usable quote names the activity, legal form, authority, location, approvals, documents and fees, then separates premises, immigration and renewal items. Compare the finished scope for your business model. A first-year price without exclusions is not a reliable cost.

The licence line is only the starting point

A Dubai setup quote is usable only when it names the authority, licensed activity, legal form, premises and approvals. The UAE Government portal's Steps to start a business on the mainland page treats those as separate parts of the route, followed by document submission and fees. That sequence is the first test of a quote. A licence line by itself is not a finished setup.

If you are choosing between two providers today, ask each one to describe the same business in the same order. State what you will invoice, where the work will happen and who the first customer is. Then ask the provider to mark every line as included, payable to an authority, dependent on a fact, or excluded. That makes the competing offers readable.

Example using the standard Corporate Tax rates confirmed by Cabinet Decision No. 116 of 2022: a mainland company has AED 600,000 of taxable income. The first AED 375,000 is at 0%, leaving AED 225,000. AED 225,000 times 9% = AED 20,250. This is not a setup quote. It shows why tax must be a stated condition, not a promise attached to a package.

Split the bill

Separate first-year items from the next bill

A first-year total often combines charges that happen once with charges that return. Put licence issuance, trade-name work, constitutional documents, premises, immigration, establishment services and external approvals in separate rows. Then create a second view for renewals. The distinction matters because a founder may accept a first-year package without seeing which premises or authority items will recur.

The physical-address requirement is not a vague administration detail. The UAE mainland steps page says premises must meet the relevant emirate and municipality rules, and Dubai lease arrangements are registered with Ejari. Ask for the actual office, desk, warehouse or studio described in the quote. A flexi-desk cannot be assumed to satisfy a business that needs storage, production or client-facing space.

The official portal explains the setup sequence, but it does not publish a single total for every Dubai company or decide what a private provider will charge for service work. That is the boundary of the evidence. The authority's process can prove which objects need attention. Only your written quotation and the selected authority can establish the amount for this business.

Test the premises

A cheap desk can create an expensive mismatch

The premises line should follow the activity, not the other way around. A consultancy may need an office address and meeting room. A trading company may need storage or a warehouse arrangement. A studio may need space that permits the production work. If the quote offers one generic office solution for all three, it has not yet explained the business model.

Read the lease or facility offer beside the licence scope. Look for the named tenant, permitted use, term, renewal treatment and any condition tied to immigration or authority approval. The document matters more than the provider's verbal description. If the location will be selected later, the quote should say what fact will change the charge and who confirms it.

At the decision point, ask yourself whether you could show the proposed premises to a bank, a customer or an inspector and describe the same activity each time. If the answer is no, pause the payment. The UAE Government portal requires a physical address and says the location must meet local requirements. Your quote should make that condition visible before incorporation.

Name the approvals

External approval work belongs in the scope

Some activities need another government entity before the licence is ready. The mainland steps page gives examples including telecommunications, food and environmental work, financial institutions, recruitment, transport and media. The relevant object is the approval request for your exact activity. A provider who writes only 'government approvals as required' has left a decision in your hands without identifying the decision-maker.

We would not pay a package that hides an external approval behind a general disclaimer, because the approval can affect the activity, premises and the date on which the company can operate. Ask for the competent authority, the application owner, the documents you must supply and the condition that causes an extra charge. If no approval is needed, ask the provider to record that conclusion and its basis.

This is where two apparently similar quotes stop being comparable. One provider may include the authority application and document preparation. The other may only issue the commercial licence and leave the sector approval with you. The distinction is not a matter of presentation. It changes the work remaining after payment and the risk that the proposed activity cannot start as planned.

Make the decision

A good quote leaves a short paper trail

Treat the quote as a decision file. Keep the activity description, trade name, legal form, premises proposal, approval note and payment schedule together. Add a column for the authority charge and another for the provider's work. This lets you ask a precise question when something changes. It also gives the bank and the licensing authority a consistent description of the company.

The price drivers should be concrete. They include the authority selected, the exact activity, the legal form, the physical facility, the number of immigration items, the need for an external approval and the renewal terms. None of those is proved by the phrase 'company formation package'. Name the object that moves the amount and ask for the document behind it.

If your first sale, premises and activity are already clear, the next useful action is a written comparison with exclusions marked. If they are not clear, do not ask for a lower number yet. Ask the provider to resolve the business facts first. A lower quote for the wrong scope is still the wrong purchase, even when the arithmetic on its first page is correct.
