Saudi Attestation From the UAE: Why the Apostille Does Not Help Here
Saudi Arabia started accepting apostilles in December 2022. People hear that and assume UAE documents now travel easily. They do not, because both countries have to be in the Convention.
- UAE documents attested by MOFA before the Saudi mission
- Company documents prepared for Saudi branches and tenders
- Saudi documents routed for UAE use
- Translation timed correctly

Quick Answer
The Apostille Convention entered into force for Saudi Arabia on 7 December 2022, but the UAE is not a party, so the apostille route does not apply between the two. A UAE document for use in Saudi Arabia is attested by UAE MOFA and then legalised by the Saudi Embassy in Abu Dhabi or Consulate in Dubai. A Saudi document for use in the UAE is authenticated by Saudi Arabia's Ministry of Foreign Affairs, legalised by the UAE mission in Saudi Arabia, and attested by UAE MOFA.
Why Legalisation Still Applies
An apostille works only between two Convention members. Saudi Arabia is one. The UAE is not, as the HCCH status table shows. So documents moving between them still go through the consular route.
- Saudi Arabia: party since 7 December 2022
- UAE: not a party
- Apostille only works between two parties
- Consular legalisation still applies
