Philippine Documents
Attesting Philippine Documents for the UAE, and UAE Documents for Manila
The Philippines joined the Apostille Convention in 2019, and the DFA now issues apostilles instead of the old red ribbon. That helps between member states. The UAE is not one, so there is still a UAE step.
- DFA and UAE steps sequenced correctly
- UAE documents attested by MOFA before the consulate
- Consulate appointment prepared
- Names checked across PSA and passport

Quick Answer
The Apostille Convention entered into force for the Philippines on 14 May 2019, so the DFA authenticates Philippine documents with an apostille. Because the UAE is not a party, a Philippine document for UAE use also needs UAE legalisation and then UAE MOFA attestation. In the other direction, the Philippine Consulate General in Dubai asks for UAE-issued documents to be authenticated by UAE MOFA before it acts on them.
Philippine Documents Coming to the UAE
Civil documents start with the Philippine Statistics Authority. Educational documents start with the school and the relevant education authority. The DFA then authenticates the document with an apostille.
Because the UAE sits outside the Convention, that apostille does not finish the job. The HCCH status table shows the Philippines as a party and the UAE as not.
- 1Issued or certified by the PSA or the school
- 2DFA apostille in the Philippines
- 3Legalisation at the UAE Embassy in Manila
- 4UAE MOFA attestation in the UAE
UAE Documents Going to the Philippines
A birth certificate issued in Dubai, a UAE marriage certificate, an employment letter. All of these go to UAE MOFA first. The Philippine Consulate General in Dubai, or the Embassy in Abu Dhabi, acts on them after that.
The consulate's own requirements for a UAE-issued birth certificate, for example, name MOFA authentication.
- 1Document issued by the UAE authority
- 2Any intermediate authority, such as the health ministry
- 3UAE MOFA attestation
- 4Philippine Consulate Dubai or Embassy Abu Dhabi
Special Powers of Attorney
Filipinos in the UAE often need a special power of attorney for property, banking or family matters at home. These are signed in person before a consular officer, by appointment, with a printed confirmation.
- Drafted for one specific purpose
- Signed in person at the consulate
- Appointment booked in advance
- Valid IDs and the confirmation printed
Where Files Stall
Name differences are the main one. A PSA certificate with a middle name the passport does not show, or a married surname on one document and not another.
- Middle or married name mismatches
- Old non-security-paper PSA copies
- UAE document not attested by MOFA first
- Missing consulate appointment

Is a Philippine apostille accepted in the UAE?
Not by itself. The UAE is not in the Apostille Convention, so a UAE legalisation step and MOFA attestation are still needed.
When did the Philippines join the Apostille Convention?
It entered into force for the Philippines on 14 May 2019. The DFA has issued apostilles since, replacing the red ribbon.
