What Is a DNFBP
A DNFBP — Designated Non-Financial Business or Profession — is a non-financial business the UAE brings inside its AML/CFT regime because its day-to-day activity carries a recognised money-laundering risk, not because of its size or turnover. There are five categories: real-estate brokers and agents; dealers in precious metals and precious stones; independent accountants and auditors; lawyers and notaries for certain transactions; and corporate service providers such as company-formation and registered-agent businesses. The classification is checked against your trade licence activity, not your headcount or revenue, so if any part of what you do falls inside one of the five categories, you are a DNFBP from the date that activity begins — which means registering on goAML, appointing a compliance officer, and running the full AML programme described elsewhere in this guide. Getting the classification wrong in either direction is costly: assuming you are exempt when you are not exposes you to the same fines as a firm that ignored the rules outright, while over-classifying yourself wastes compliance budget on obligations that never applied.

The five DNFBP types
AML rules in the UAE follow the activity a business actually performs, not its legal form or size. The Ministry of Economy maintains the same five-category list used across the region's AML framework, and it is this list — not any registration threshold or client volume — that decides whether goAML applies to you.
- Real-estate brokers and agents involved in buying, selling or leasing property on behalf of clients.
- Dealers in precious metals and precious stones, including gold, jewellery and loose-stone traders.
- Independent accountants and auditors providing services outside an employment relationship.
- Lawyers, notaries and independent legal professionals handling certain financial or property transactions.
- Corporate service providers — company-formation agents, registered agents and nominee-service businesses.
Money-laundering risk
These five sectors sit at the points where illicit funds most often enter the legitimate economy — moving cash into property, precious metals, or a corporate structure, or relying on a professional's name to add legitimacy to a transaction. Regulators worldwide flag exactly the same sectors for this reason, so DNFBPs in the UAE are held to the same expectations as their counterparts in other major financial centres.
- Handle high-value, often cash-heavy or cross-border transactions.
- Facilitate changes of ownership in property, companies and valuable goods.
- Are trusted intermediaries whose involvement can lend a transaction false legitimacy.
- Are supervised directly by the Ministry of Economy for AML/CFT purposes.
- Face the same international standards applied to banks and financial institutions.
How to confirm your own DNFBP status
The fastest way to confirm your status is to compare your trade licence activity — not your job title — against the five categories above. A firm that both provides accounting services and arranges property sales for clients can be a DNFBP under two categories at once, and each one carries the same registration and reporting duties. Where an activity sits close to the boundary, a short written assessment is worth keeping on file, because assuming you are exempt is not a defence in an inspection.
- Match your licensed activities against the five DNFBP categories line by line.
- A business can fall into more than one category at the same time.
- Borderline activities deserve a documented assessment, not an assumption.
- Keep the assessment on file as evidence for any future inspection.
Getting a definitive DNFBP ruling for your business
Many Dubai businesses discover their DNFBP status only after an inspection notice arrives, by which point the fines for late registration are already accruing. Exiloz reviews your trade licence and actual client-facing activities against the five categories, gives you a written determination, and — if you are in scope — moves straight into registration and programme build so there is no gap between finding out and being compliant.
- We review your licence and real activities, not just your trade name.
- You get a written DNFBP determination you can keep on file.
- If you are in scope, we move directly into goAML registration.
- If you are out of scope, you get that confirmed in writing too.

Frequently Asked Questions
For confirming whether your Dubai business is a DNFBP and what that means in practice.
Is my accounting firm a DNFBP?
Yes. Independent accountants and auditors are one of the five DNFBP categories, and the obligation applies whether you are a large practice or a sole practitioner working from a single office. The moment your licence covers accounting or audit services, you are in scope for goAML registration and the full AML programme, regardless of how few clients you currently have.
Are real-estate brokers DNFBPs?
Yes. Real-estate brokers and agents are DNFBPs and must comply with AML rules whenever they act as an intermediary in a property sale, purchase or, in some cases, lease. This covers agencies handling secondary-market resales as much as those selling new off-plan developments, and it applies to individual brokers as well as larger agencies.
What about company-formation businesses?
Corporate service providers are DNFBPs and are caught by the AML regime, including businesses that only handle incorporation paperwork and registered-agent services rather than ongoing management. Because CSPs sit at the point where a new corporate structure is created, regulators treat this category as particularly high-risk.
Can a business fall into more than one DNFBP category?
Yes. A firm that provides both accounting services and company-formation support, for example, can be a DNFBP under two categories at once. Each category carries the same core obligations, so in practice this usually means one AML programme covering both activities rather than two separate registrations.
What if I am not sure whether my activity counts?
Treat it as a live question rather than an assumption, because the cost of guessing wrong is high. A short written assessment comparing your actual licensed activities against the five categories is the safest way to resolve genuine borderline cases, and it doubles as evidence that you took the question seriously if it is ever raised in an inspection.
Does company size change whether I am a DNFBP?
No. DNFBP status is based entirely on activity, not on revenue, headcount or how long you have been trading. A newly licensed sole practitioner is caught from day one in exactly the same way as an established multi-partner firm.
Can Exiloz confirm my status?
Yes. We check your licensed activity and how you actually work with clients against the five DNFBP categories, give you a written determination, and — where you are in scope — take you straight into goAML registration and AML programme setup so there is no gap in your compliance.
Are you a DNFBP?
Exiloz reviews your trade licence and client activities, confirms in writing whether your business is a DNFBP, and — if it is — takes you straight into goAML registration and AML programme setup.
