What Changes a Dubai Bookkeeping Quote
An outsourced bookkeeping quote in Dubai depends on the records supplied, transaction flow, number of accounts, reconciliation gaps and the close pack required. FTA Decision No. 4 of 2026 addresses record quality and access, but does not state a private bookkeeping fee. Ask for the deliverables, open-item handling and handover format in writing so the price matches the work.

The quote follows the file, not the label
There is no standard private bookkeeping fee in FTA Decision No. 4 of 2026. That Decision sets rules for maintaining accounting records and commercial books, not a price list for providers. A useful quote follows the records in front of the bookkeeper: the number of bank and gateway feeds, the condition of the ledgers, the open exceptions and the close pack the business needs back.
The first question is not whether the business wants monthly bookkeeping. It is what has to be done before the first reliable trial balance can be returned. Posting a clean export is one job. Reconstructing missing invoices, identifying owner payments and explaining old suspense balances is another. Put those jobs in separate lines so a low headline fee does not conceal a clean-up bill later.
A monthly label also hides the difference between maintenance and recovery. If the opening ledger contains old unmatched receipts, duplicate supplier bills or balances with no supporting schedule, the provider must spend time finding the cause before routine posting can be trusted. Ask for a starting condition, a recurring scope and a separate treatment for historical clean-up. That makes the first invoice easier to understand.
- Number and type of bank or gateway feeds.
- Condition of sales and purchase records.
- Reconciliation gaps and suspense items.
- Close pack and review handover required.
The right scope starts with the records you have
Outsourced bookkeeping fits a Dubai business that has regular transactions but no dependable owner for the ledger close. It is also useful when the internal bookkeeper posts entries but cannot finish bank matching, supplier statements, gateway reports or cut-off questions. The provider should be able to see the source records before giving a firm scope, because the same monthly activity can produce very different review work.
A business with one clean bank export, complete invoices and no old exceptions may need a light posting and reconciliation service. A business with several accounts, card processors, late supplier bills or transactions spread across entities needs a different handover. Neither situation is wrong. The mistake is asking one sentence in an email to price both without defining what must be returned.
The owner should also decide what a finished month means. It may mean reconciled cash, a reviewed aged receivables report and a list of supplier questions. It may include a trial balance ready for a tax adviser. Write that outcome before comparing quotes. Otherwise each provider can use the same words while assuming a different amount of review and client involvement.
- Send the latest bank statements before requesting a quote.
- List every sales channel and payment gateway.
- Separate recurring posting from one-time clean-up.
- State who approves judgement-based adjustments.
A bookkeeping quote must name the output
The deliverable should be a usable close file, not a promise that entries will be posted. At a minimum, ask whether the provider will reconcile each bank and gateway, match receivables and payables, record supported accruals, attach source documents and list every unresolved item. If VAT work follows, the file should also show how sales, purchases, credit notes and import evidence were checked against the ledger.
There are boundaries. Bookkeeping support does not become a statutory audit because the provider supplies a trial balance. It does not make Exiloz a registered Tax Agent, and it does not transfer the business's responsibility for its records. A quote can include preparation for a tax adviser or auditor, but it should identify who makes the tax or assurance decision and which documents the client must still approve.
If tax preparation is outside scope, the handover still needs enough detail for the next reviewer to work. Include the source-record index, reconciliation status, unusual journals, tax questions and open documents. If a provider only returns a spreadsheet of totals, the business may pay again for the tracing work. The output should reduce that repeat effort.
- Reconciled ledger and trial balance.
- Exception list with owner and next action.
- Source files linked or returned with the close pack.
- Written exclusions for audit and tax-agent work.
The first close should expose the real workload
Start with an intake list, not a blank spreadsheet. Give the provider the chart of accounts, bank statements, gateway reports, sales and purchase ledgers, supplier statements, payroll reports, asset details and the prior close notes. The provider then tests the opening balances, identifies missing files and separates posting work from questions that require an owner. That first pass is where the quote is either confirmed or corrected.
FTA Decision No. 4 of 2026 is marked in its published PDF as issued on 2 June 2026 and effective on 30 July 2026. It requires records to be complete and identical to the originals, clear and legible, and accessible to the Authority on request. It also permits third-party maintenance while leaving legal responsibility with the business. Build those access and handover duties into the engagement from the start.
Keep a short decision log during the first close. Record which balance was checked, which document supported it, who answered the business question and whether the entry was posted or carried forward. This is practical evidence of the work performed. It also stops a later reviewer from treating an old unresolved item as a new discovery.
- Inventory the source records and system access.
- Reconcile high-risk balances before routine posting.
- Return exceptions for client approval, not silent guesses.
- Record the final handover location and export route.
Cost changes are visible in the exception list
Worked example. A Dubai design studio's draft Q3 ledger shows revenue of AED 420,000, subcontractors of AED 150,000, payroll of AED 68,000, rent and software of AED 42,000, and bank charges of AED 5,000. The arithmetic is AED 420,000 - AED 150,000 - AED 68,000 - AED 42,000 - AED 5,000 = AED 155,000. Those figures do not set a fee. They show why a provider should state whether checking classifications and supporting documents sits inside routine work or a separate clean-up line.
Ask for proof of the scope rather than a broad promise. The quote should say how many entities and feeds were considered, what happens to records that arrive late, whether clean-up is capped or open-ended, and what the final file contains. If the provider cannot point to an exception list, a reconciliation summary or a handover checklist, the price is not yet tied to a deliverable.
The lowest quote is not necessarily the smallest cost if it leaves the business with a second investigation. In our experience, the costliest handoff returns totals without the exception trail, because the business pays for the same tracing work twice. We would not treat a quote as comparable until it names the promised file, review cycles, late-evidence treatment and ownership of open questions.
| Scope signal | What it changes | Proof to request |
|---|---|---|
| Clean monthly exports | Routine posting and matching | Sample export and reconciliation format |
| Missing or late documents | Requests, follow-up and rework | Open-item rule and response owner |
| Several feeds or entities | More mappings and control totals | List of accounts and entity boundaries |
| Tax-ready close pack | Evidence and review handover | Pack index and unresolved-item note |
Frequently Asked Questions
For comparing bookkeeping quotes in Dubai.
Does UAE law set a standard bookkeeping fee?
No standard private fee is set in FTA Decision No. 4 of 2026. The Decision addresses how accounting records and commercial books must be complete, legible and accessible, and permits third-party maintenance while leaving legal responsibility with the business. Compare quotes by records, reconciliations, open items and the close pack they return.
Why do quotes differ between Dubai businesses?
The FTA's Tax Obligations guide identifies the records a business should hold, but it does not create a provider price list. A quote changes with the number of accounts, transaction quality, missing source files, reconciliations and reporting handover. Ask each provider to state what is included and what happens to unresolved items.
Should bookkeeping include a close pack?
The FTA's Tax Obligations guide expects accounting records and supporting documents that show business activity. A close pack is the practical handover: reconciliations, exception notes, supporting files and the final ledger. It is not a government form, but asking for it reduces the chance that the next VAT or corporate tax task starts with unexplained balances.
