The document pack starts with the proposed activity, legal form, trade name and licence application. The activity brief comes before the passport copy
A document checklist starts with the business, not with a pile of identity scans. Write down what the company will sell, who will sign the contract, where the work will happen and which customers it will serve. That activity brief gives the free-zone authority a reason to accept the proposed legal form and licence instead of treating the application as a generic package.
The UAE government portal describes the setup sequence around the sector, free zone, legal entity, trade name and business licence. Keep those choices together in the first page of the file. A trade name that does not fit the legal form, or an activity description that does not match the contract, creates rework before anyone reaches the tax registration screen.
If you are about to send documents to a formation provider, send the activity brief with them. Name the record behind every application field
The authority file should make each important answer traceable. The proposed activity should point to the activity brief. The legal form should point to the incorporation plan. The UAE government page gives the core setup choices but does not state a single document pack for every free zone or activity. That is a real boundary of the evidence. Keep the original file names and the final submitted copy together. Do not replace a signed authority document with a later scan without recording the change. When the licence arrives, add it to the same folder as the Certificate of Incorporation or equivalent company record, Commercial Registration Certificate and application acknowledgement.

The people in the file must match the company
Ownership evidence is more than a passport attachment. The company record should show the legal owner or owners, while the authorization record should show who can sign and submit. Check spellings, passport numbers and signing authority against the incorporation documents before uploading anything. A mismatch is small on paper and expensive in the middle of an application review.
The FTA Corporate Tax registration service lists an incorporation record, a Commercial Registration Certificate or other official licensing document, a valid Trade Licence, Emirates ID and passport for any owner holding more than 25% ownership and for authorized signatories, plus proof of authorization. Put these records in a tax folder even if the formation authority did not ask for every one at the first step.
Where a parent company or nominee is involved, preserve the ownership chart and the document that gives the signatory authority. The chart is not a substitute for the signed resolution, power of attorney or company record. It tells the reviewer how the records connect, which is exactly what a new company file tends to lack when documents arrive from several countries.

The licence file becomes the compliance file
Corporate Tax registration begins after the company record exists, so the formation pack should be built with that next screen in mind. The FTA service asks for the company or incorporation record, Commercial Registration Certificate or licensing document, valid Trade Licence, identity records and proof of authorization. Keep the final licence and the records that led to it in one controlled folder.
VAT needs its own assessment. The FTA says a UAE-resident business reaches mandatory registration at AED 375,000 of taxable supplies and imports over the past 12 months or expected in the next 30 days. Voluntary registration is available above AED 187,500 on the FTA's stated tests. A contract forecast, import file or taxable expense record can therefore matter before the first VAT return.
The accounting handoff should contain the opening bank evidence, shareholder funding record, first contracts and first invoices when they exist. These are not decorative attachments. They show what the company actually did and give the tax reviewer a route from the licence to the ledger. The FTA's Free Zone Persons guide also says the relevant tax records are kept for 7 years after the end of the Tax Period.

A complete pack survives a question from the authority
Before submission, open every file as a reviewer would. Can the activity brief explain the licence? Can the Certificate of Incorporation explain the legal name? Can the passport and Emirates ID records explain ownership and signing authority? Can the workspace record explain where the company operates? If an answer depends on a document that is still promised, mark the gap instead of calling the pack complete.
Here is a worked tax example that shows why the accounting evidence matters. Assume ordinary taxable income of AED 600,000, with no Qualifying Income claim. The first AED 375,000 is at 0%, leaving AED 225,000. AED 600,000 - AED 375,000 = AED 225,000, and AED 225,000 x 9% = AED 20,250. The figures are a calculation, not a forecast for every free-zone company.
Our opinion is to delay the application for a short document correction rather than submit a file with conflicting ownership or activity records. The reason is simple: the authority can act on the file it receives, while the founder can still fix a draft file. Send the final activity brief, company record, Trade Licence evidence and authority proof only after the names agree.
