RAKEZ: The Northern Emirates Workhorse

Ras Al Khaimah Economic Zone was officially announced and established on 17 April 2017, formed by integrating Ras Al Khaimah Investment Authority (RAKIA) and Ras Al Khaimah Free Trade Zone (RAKFTZ). It is the zone most often reached for when Dubai's numbers stop working.

Quick Answer

RAKEZ (Ras Al Khaimah Economic Zone) is a business licensing authority established by the Government of Ras Al Khaimah, officially announced on 17 April 2017 as an integration of Ras Al Khaimah Investment Authority (RAKIA) and Ras Al Khaimah Free Trade Zone (RAKFTZ). It operates five zones covering business and industrial use, supports more than 50 sectors and over 3,000 business activities, and offers both free zone entities (FZE, FZC, FZ-LLC) and non-free-zone entities including LLCs and individual establishments.

Five Zones, Not One

RAKEZ is often discussed as a single place. It is five, and the split matters because it separates industrial land from business accommodation.

Al Ghail Industrial, Al Hamra Industrial and Al Hulaila Industrial serve manufacturing, processing and storage. Al Nakheel Business and Al Hamra Business serve offices, professional services and smaller trading operations.

Choosing the wrong one is not fatal, but it wastes money on space that does not suit the work.

Free Zone and Non-Free-Zone in One Authority

This is RAKEZ's most useful and least understood feature. The authority registers free zone entities and non-free-zone entities.

The free zone side gives you FZE, FZC and FZ-LLC structures. The non-free-zone side offers individual establishments and limited liability companies, which changes what you can do with UAE customers.

For a business that genuinely sells into the local market, that second option deserves a proper look. A free zone licence plus workarounds is frequently more expensive and more fragile than simply registering the right kind of entity in the first place.

Ask which side you belong on before you compare prices.

  • Free Zone Establishment (FZE) and Free Zone Company (FZC)
  • Free Zone Limited Liability Company (FZ-LLC)
  • Non-free-zone individual establishment
  • Non-free-zone limited liability company
  • Branch offices of existing companies

Why Businesses Move North

Cost, mostly, and space. Ras Al Khaimah competes on both, and for manufacturing or storage the difference against Dubai is substantial rather than marginal.

The trade-off is distance. If your clients, your staff and your freight all sit in Dubai, you have moved your overheads north and left your operation in the south. That works for some businesses and is miserable for others.

The businesses it suits best are those whose work happens where the licence is: manufacturers, storage operations, e-commerce fulfilment, and remote-first services companies whose customers are abroad anyway.

  • Lower land and facility costs than Dubai
  • More space available at industrial scale
  • Over 50 sectors and 3,000+ activities licensed
  • Works best where the operation is genuinely located there
  • Poor fit where clients and staff are all in Dubai

The 0% Question, Answered Honestly

No free zone grants you 0% corporate tax. The zone issues a licence; the Federal Tax Authority decides your rate. To pay 0% you have to be a Qualifying Free Zone Person, and that status is tested every year against your actual income, not your address.

Revenue billed to mainland UAE customers is generally not qualifying income. It carries 9%.

We file the corporate tax returns for companies in these zones, which is why we would rather have this conversation before you pay a licence fee than at your first return.

  • Qualifying income, tested against your real invoices
  • Adequate substance maintained inside the zone
  • Transfer pricing compliance, including with related parties
  • Audited financial statements, not optional for a QFZP
  • Election and registration handled on time, every year

The Cheap Licence Trap

RAKEZ is frequently sold on headline price, and that is where the trouble starts.

The licence is one line in a much longer bill. Establishment card, immigration file, visas, medicals, Emirates ID, facility, and the renewal that arrives twelve months later on different terms. A quote that covers only the first line is not a comparison, it is a sales tactic.

Then the banking question. A corporate account is harder to open than most agents suggest, and a northern emirates licence held by someone with no local presence and no operating history is not the easiest application a compliance team will see that week.

None of this is an argument against RAKEZ. It is an argument against buying it on the headline number.

  • Establishment card and immigration file sit outside the licence price
  • Visa costs scale with headcount and facility
  • Renewal terms differ from the first-year package
  • Bank onboarding is harder without a local operating footprint
  • Price the whole first year and the renewal together

Getting a RAKEZ Company Banked

This is the step that derails more northern emirates setups than any other, and it is worth planning for rather than discovering.

UAE bank compliance teams are assessing one question: is this a real business doing what it says it does. A licence issued quickly and remotely, with no premises, no local staff and no trading history, does not answer that on its own. That is not a criticism of RAKEZ. The same application would struggle from any zone.

What helps is evidence. A live website describing the actual activity. Contracts or invoices showing where revenue comes from. A documented ownership structure with no unexplained layers. A signatory willing to attend in person.

What hurts is a mismatch between the licensed activity and what the business visibly does, and ownership chains that take three questions to explain.

  • A live website matching the licensed activity
  • Contracts or invoices evidencing real revenue
  • Transparent ownership with no unexplained layers
  • Signatory available to attend in person
  • Expect more questions where there is no local footprint

RAKEZ Against the Alternatives

The comparison that matters depends on what you are optimising for.

Against Dubai zones such as IFZA or Meydan, RAKEZ generally wins on cost and space and loses on proximity to clients, staff and freight infrastructure. If your team and customers are in Dubai, the saving is partly consumed by the commute and the logistics.

Against the other northern zones, UAQ competes on flexible warehousing and cites a specific designated zone decision, Ajman competes on entry cost, and Fujairah wins where east coast routing matters. RAKEZ's advantage is breadth: five zones, both free zone and non-free-zone entities, and industrial land alongside business accommodation in one authority.

That breadth is the honest reason to choose it. Not the headline price.

  • Versus Dubai: cheaper and roomier, further from clients and freight
  • Versus UAQ: less flexible warehousing, far broader activity range
  • Versus Ajman: higher entry point, more industrial capability
  • Versus Fujairah: no east coast routing advantage
  • Its real edge is breadth within a single authority

When was RAKEZ established?

RAKEZ was officially announced and established on 17 April 2017, formed by integrating Ras Al Khaimah Investment Authority (RAKIA) and Ras Al Khaimah Free Trade Zone (RAKFTZ), per the Ministry of Economy & Tourism registrar record.

What zones does RAKEZ operate?

Five: Al Ghail Industrial Zone, Al Hamra Industrial Zone, Al Hulaila Industrial Zone, Al Nakheel Business Zone and Al Hamra Business Zone. The industrial zones serve manufacturing, processing and storage; the business zones serve offices, professional services and smaller trading operations.

Can RAKEZ register a mainland company?

RAKEZ registers both free zone entities and non-free-zone entities, the latter including individual establishments and limited liability companies. For a business genuinely selling to UAE customers, the non-free-zone route is often more suitable than a free zone licence plus workarounds, and it is worth assessing before comparing package prices.

Is RAKEZ cheaper than a Dubai free zone?

Headline licence costs in the northern emirates generally undercut Dubai, and land and facility costs materially so. Whether the company is cheaper depends on visa count, facility type, activity add-ons and renewal terms. We price the whole first year and the renewal against the authority's current schedule rather than comparing headline figures.

What entity types does RAKEZ offer?

On the free zone side, Free Zone Establishment (FZE), Free Zone Company (FZC) and Free Zone Limited Liability Company (FZ-LLC). On the non-free-zone side, individual establishments and limited liability companies. Branch offices of existing companies are also available.

Is a RAKEZ licence good for e-commerce?

It can work well, particularly where you need affordable storage space. The decisive questions are usually where your stock physically sits, whether that location has designated zone status for VAT purposes, how quickly you can reach customers from Ras Al Khaimah, and whether your buyers are UAE consumers, which affects both VAT and whether income qualifies for 0%.

Can I open a bank account with a RAKEZ company?

Yes, though it takes preparation. UAE bank compliance teams assess whether the business is real and whether its stated activity matches what it does, and a licence held with no local footprint attracts more questions. We assemble the document pack, match you to a bank that serves your activity and size, and brief you before the compliance interview.

How many activities can a RAKEZ licence cover?

RAKEZ states more than 3,000 business activities across over 50 sectors. How many can sit on a single licence, and which combinations are permitted, depends on the activity types involved, so it is worth confirming your specific combination with the authority at application.

Considering RAKEZ?

We will work out whether you need the free zone or the non-free-zone route, price the full first year and renewal, and check the tax position before you commit.
