Customs, VAT and the Usual Confusion
Customs exemptions and VAT treatment are different things, and the gap between them causes more trouble in port zones than anywhere else.
Customs duty concerns goods crossing borders. VAT is a separate regime, and designated zone treatment applies to supplies of goods where the Article 51(1) criteria are satisfied: fenced area, customs controls, internal goods-handling procedures, and operator compliance with FTA procedures. Services are treated as they would be anywhere else in the UAE.
