Dubai Development Authority: Ten Clusters, One Regulator

If you have looked at Dubai Internet City, Dubai Media City or Dubai Design District, you have been looking at Dubai Development Authority. It is a Dubai Government entity established and named pursuant to Law No. 15 of 2014 and Law No. 10 of 2018, and it oversees ten distinct free zone clusters.

  • The right DDA cluster identified for your sector
  • Licence and entity type matched to your operation
  • Corporate tax position mapped before you commit
  • One team through licence, visas, books and returns

Dubai Development Authority (DDA) is a Dubai Government entity established and named pursuant to Law No. 15 of 2014 and Law No. 10 of 2018, with a registrar date of 2000. The Ten Clusters

People search for the cluster, not the authority, which is why DDA is the least known important regulator in Dubai. Each cluster gathers one industry with the infrastructure and neighbours that suit it.

Dubai Internet City for technology. Dubai Media City for media and broadcasting. Dubai Production City and Dubai Studio City for content production. Dubai Outsource City for business process operations. Dubai Science Park for life sciences and applied science. Dubai Design District, known as d3, for design and fashion. Dubai Knowledge Park and Dubai International Academic City for education and training. Dubai Wholesale City for trade at volume.

One regulator, ten addresses, quite different neighbours.

  • Dubai Internet City: technology
  • Dubai Media City: media and broadcasting
  • Dubai Production City and Dubai Studio City: content production
  • Dubai Outsource City: business process operations
  • Dubai Science Park: life sciences and applied science
  • Dubai Design District (d3): design and fashion
  • Dubai Knowledge Park and International Academic City: education
  • Dubai Wholesale City: volume trade

An Unusually Wide Mandate

DDA's remit is broader than a typical licensing authority. Its mandate covers development control, municipal, economic and immigration functions across the clusters and other communities developed by various master developers throughout Dubai.

That matters in practice. Where one body handles planning, municipal approvals, licensing and immigration for the same address, the number of separate authorities you deal with drops considerably.

For a business fitting out premises and hiring at the same time, that consolidation saves real time.

  • Development control and planning functions
  • Municipal functions across the clusters
  • Economic and licensing functions
  • Immigration functions for cluster companies

Choosing the Right Cluster

The clusters are not interchangeable, and the choice is more consequential than it appears.

Dubai Internet City carries the strongest concentration of technology firms in the country, which shapes hiring and partnerships. Dubai Media City does the same for media. d3 is where design and fashion businesses cluster and where the relevant events happen.

The practical question is where your customers, competitors and future hires already are. Sitting in the right cluster puts you in the room. Sitting in the wrong one saves nothing and costs proximity.

  • Match the cluster to your sector, not to availability
  • Concentration affects hiring and partnership access
  • Sector events and networks follow the clusters
  • Premises cost varies between clusters

The 0% Question, Answered Honestly

No free zone grants you 0% corporate tax. The zone issues a licence; the Federal Tax Authority decides your rate. To pay 0% you have to be a Qualifying Free Zone Person, and that status is tested every year against your actual income, not your address.

Revenue billed to mainland UAE customers is generally not qualifying income. It carries 9%.

We file the corporate tax returns for companies in these zones, which is why we would rather have this conversation before you pay a licence fee than at your first return.

  • Qualifying income, tested against your real invoices
  • Adequate substance maintained inside the zone
  • Transfer pricing compliance, including with related parties
  • Audited financial statements, not optional for a QFZP
  • Election and registration handled on time, every year

What to Check Before Committing

Two things catch DDA applicants, and both are avoidable.

The first is activity fit. Each cluster licenses activity aligned to its sector, so a business that sits between two of them needs to confirm which will license what it actually does. Discovering the mismatch after choosing premises is expensive.

The second is premises. These are established, central Dubai districts, and the cost base reflects that. A business attracted by the address should model the fit-out and the rent, not just the licence.

Neither is a reason to avoid DDA. Both are reasons to ask before signing.

  • Confirm which cluster licenses your exact activity
  • Central Dubai premises carry a central Dubai cost base
  • Model fit-out alongside rent and licence
  • Check visa capacity against the premises you take

Why DDA Is Worth Knowing By Name

Searching for Dubai Internet City returns pages about Dubai Internet City. Almost none of them mention that the regulator is Dubai Development Authority, that it was constituted under Law No. 15 of 2014 and Law No. 10 of 2018, or that nine other clusters sit under the same body.

That matters for two practical reasons.

First, if one cluster will not license your activity, another under the same authority might, and the move is far simpler within one regulator than across two. Second, when a bank, an auditor or a counterparty asks who issued your licence, the answer is DDA, not the district name on your letterhead.

Knowing the structure saves a conversation later.

  • The regulator is DDA, not the cluster name
  • Moving between clusters is simpler than changing authority
  • Banks and auditors ask about the licensing authority
  • Ten clusters share one regulatory framework

What is Dubai Development Authority?

A Dubai Government entity established and named pursuant to Law No. 15 of 2014 and Law No. 10 of 2018. Its mandate covers development control, municipal, economic and immigration functions across selected free zone clusters and other communities throughout Dubai. The Ministry of Economy & Tourism registrar record gives an establishment date of 2000.

Which free zones does DDA govern?

Ten clusters: Dubai Internet City, Dubai Media City, Dubai Production City, Dubai Studio City, Dubai Outsource City, Dubai Science Park, Dubai Design District, Dubai Wholesale City, Dubai Knowledge Park and Dubai International Academic City.

Is Dubai Internet City a separate free zone authority?

No. Dubai Internet City is one of the clusters under Dubai Development Authority, which is the licensing and regulatory body. People search for the cluster rather than the authority, which is why DDA is less widely known than the districts it governs.

What is Dubai Design District (d3)?

One of the DDA clusters, focused on design and fashion businesses. As with the other clusters, its value is concentration: the relevant companies, events and networks are in the same district, which affects hiring and partnerships more than the licence itself does.

How do I choose between DDA clusters?

Match the cluster to your sector and to where your customers, competitors and future hires already are. Each cluster licenses activity aligned to its specialism, so a business sitting between two of them should confirm which will license what it actually does before committing to premises.

Do DDA free zone companies pay corporate tax?

Yes, they are within the UAE corporate tax regime like any free zone company. Being in a free zone does not by itself produce a 0% rate. Qualifying Free Zone Person status is tested annually on qualifying income, adequate substance, transfer pricing compliance and audited financial statements.

Is a DDA cluster more expensive than other Dubai free zones?

The clusters occupy established, central Dubai districts and the premises cost base reflects that. Whether it is worth it depends on whether the sector concentration does commercial work for you. For a technology or media business that hires from and partners within the cluster, it often does; for a back-office operation it usually does not.

What is Dubai Knowledge Park?

One of the ten DDA clusters, focused on education, training and human resources businesses, alongside Dubai International Academic City which hosts academic institutions. Education activity often carries approval requirements beyond the trade licence, so the sequence should be confirmed before premises are committed.
