Degree Recognition
UAE Degree Recognition: What Replaced the Equivalency Certificate
Most advice about the UAE "equivalency certificate" describes a system that no longer exists. The Ministry of Education replaced it in June 2023, and several of the old hurdles went with it.
- Whether you need recognition at all, answered first
- The current MoE system, not the retired one
- Engineering, medicine and law handled on their own rules
- Attestation arranged only where it is still needed

Quick Answer
On 22 June 2023 the UAE Ministry of Education replaced its University Qualification Equivalency system with University Certificates Recognition for degrees from foreign universities. The new system removed the requirement to attest previous degrees, the minimum physical-presence rule, and the caps on credit transfer and distance learning. For universities ranked in the top 200 the Ministry only verifies the certificate is valid. Engineering, medicine and law were left outside these changes.
What Changed in 2023
The Ministry of Education's announcement lists the conditions it removed. The biggest for most applicants was the need to attest previous degrees. Gone too were the minimum physical-presence rule for bachelor's and master's graduates and the limits on transferred and distance-learning credits.
Degrees earned entirely by distance learning can now be recognised.
- Attestation of previous degrees no longer required
- Minimum physical presence removed
- Credit-transfer limits removed
- Distance-learning caps removed
- Fully online degrees now permitted
University Ranking Now Matters
The criteria depend on where the awarding university is ranked. For institutions in the top 200, the Ministry only verifies that the certificate is valid. Lower-ranked institutions face more conditions.
So the first question is no longer "what documents do I need" but "where does my university rank".
- Ranked 1-200: validity verification only
- Lower rankings: additional conditions
- Accreditation of the institution checked
- Applications through MoE's online services
The Three Exceptions
Engineering, medicine and law were kept outside the 2023 changes. Degrees in those fields follow stricter rules, and the professional licence is a separate process again with its own regulator.
If your degree is in one of them, expect the older, heavier route.
- Engineering
- Medicine
- Law
- Professional licensing is separate again
Recognition, Attestation and Skill Level
These three get confused. Recognition is the Ministry's view of what your degree is worth. Attestation verifies the signature and seal on the certificate. The MOHRE skill level is about your job, and it does require an attested certificate for skilled status.
So even though recognition no longer needs your previous degrees attested, an employer may still need the certificate attested for your work permit.
- Recognition: what the degree is worth in the UAE
- Attestation: whether the certificate is genuine
- MOHRE skilled status: needs an attested certificate
- Different authorities, different purposes
How Exiloz Helps
We start with why you need it. A job offer, a further degree, a golden visa and a professional licence each ask for something different, and some do not need recognition at all.
Then we check the university's position, prepare the application and arrange attestation only where it is still required.
- Purpose confirmed first
- University ranking and accreditation checked
- MoE application prepared
- Attestation arranged where still required
Does the UAE still issue equivalency certificates?
For foreign university degrees the system is now called University Certificates Recognition. It replaced University Qualification Equivalency on 22 June 2023.
Do I still need to attest my degree for recognition?
The 2023 system removed the requirement to attest previous degrees. Attestation may still be needed for other purposes, such as a MOHRE skilled work permit.
Is an online degree recognised in the UAE?
Since June 2023, degrees obtained entirely through distance learning can be recognised, subject to the Ministry's criteria for the awarding university.
What if my degree is in engineering, medicine or law?
Those fields were excluded from the 2023 changes and follow stricter rules. Professional licensing is a further, separate step.
Does university ranking matter?
Yes. For universities ranked in the top 200, the Ministry only verifies that the certificate is valid. Lower-ranked institutions face more conditions.
Is school certificate equivalency the same process?
No. School certificates have their own equivalency process through the Ministry of Education, separate from university recognition.
The rest of what we do
Licence, visas, bank account, books and the first tax return — handled by the same team, so the structure has to survive its first year.
